In partnership with Green Alliance this project has assessed:
• The potential role for a PCT scheme in reducing UK emissions
• The potential economic efficiency of a PCT scheme
• The interaction and strategic fit of a PCT scheme with other energy policies and trading schemes, proposed and current
• The nature of the market place required to support a PCT scheme, including market design and regulation.
This work has consisted of stakehold workshops, expert interviews and lierature reviews. The primary research was carried out by Andy Kerr of E3 and advised by a steering group comprising:
