In principle an appealing aspect of PCT is its potential to offer a broadly equitable way of reducing emissions. This project looks at the likely distributional impacts of PCT and what supportive measures there may need to be in order to protect vulnerable groups from being disadvantaged.
Whether people perceive PCT to be fair is another question. This issue is highly significant as without a high level of public support it is unlikely that PCT could ever be introduced, regardless of how positive the distributional impacts may be. Through undertaking a series of focus groups and a citizen forum this project has assessed public attitudes to PCT and how fair and acceptable it is seen to be.
